Consumer Court issue regarding Transporter

This is a eight year old Consumer Court issue. The Transporter delivered all my items except two. In the District Forum the Transporter admitted that the undelivered items are with him even after five years passed. The Forum ordered the delivery of the undelivered items and further directed him to also pay compensation to the complainant, i.e me.The transporter went in appeal before State Commission. The Commission held the Orders of the Forum as valid and dismissed the appeal one year ago.As the Transporter did not pay the compensation and also did not return the goods in his possession, Execution application filed by me. the Complainant, in the District Forum who originally ordered the payment of compensation and return of the goods.Now, at the EP Stage, the Transporter argues before the Forum, that he will return the goods. And since the goods are returned, there is no question of paying the compensation awarded. Please advice.Thanks.
