Speed post is not delivered

My query is..That I sent a speed post from post office jassur SO..Which is sub office of postal department in nupur area of distt.kanGra in Himachal pradesh..But till date speed post is not delivered to his event..Which is shimla..It's very much important thing..I call to post office jassur the official said item booked dated 12/1/2019 which is the correct ..But due to delay in services is no delivered yet..And they said that "you can complaint online ..And do what you want to do"....Now question is that what is purpose of speed post..If there is delay in services as same as normal post..i pay the tariff....Now I decided to file a complaint against department of post office...but to who I sue..Is it jassur.. so,Head..? Or circle head..? Or personal who at that time present ?...Or sent a legal notice to jassur so ? ..Plz suggest me
